    While logged into your account and on your dashboard, click on the menu on the top right and choose Domains, then click on the “register a domain” button you see there. Enter the domain you want to register there. Does it let you continue if you follow those steps?

    Regarding your plan, we don’t have a way to let you publish with a custom domain without publishing. One thing you could do, though, is publish using a free Weebly subdomain for now and then assign your domain once you are ready to pay for an upgrade.
